If he is just them he will give this to those deserving and that could empower more the services of his worker, and if he doesn't care and he has other motive then he will give this to one of his boys or compadres who is just a clerk in the Company.
On-time Salary and Salary increase - Other owners don't realized the importance of giving the workers salary on-time. Most of the Manager or owners think that by delaying the salary though it is not entirely true, they can benefit or they can gain more to their advantage.
There was this incident, one time I heard one of employee saying " Why would I work righteously? since they are not giving salary on time, I will also delay the work or work slowly to be fair." which is so true.
Mostly delaying salaries of the workers will cause the company a lot in every aspect. Like some workers will make reasons to delay the work, some will create a situation or destroy some parts of the machine, some play hide and seek " work when the supervision or manager is there and stop when there is nobody watching. Some managers/owners may not see this because of their incompetence but mostly it really do happen.

Put this very simple question in mind " Why would anyone do the work that is not in his contract?" it would be either the worker wants to help the company or he wants to be recognized with his capability and in return he might have promotion or a salary increase, but this will not be for long. If the company does not recognized his efforts and only let him work without an increase in benefits eventually the workers will stop doing it.

1. " In one company the Supervisor was promoted to a manager " and what this Supervisor does???? he claimed all the achievement that his worker do and brag this to the owner. But the reality is he don't even know how to do it. The worst part is " The Innocent Owner believes the Supervisor " and so he is promoted, anyway its the owner discretion.
2. Dumb and dumbest situation: "Giving Salaries increase to the workers only if the workers will go exit" this may sound a joke to some professionals but it really do happen. That is why in some company the labor helper is paid much more than the skilled worker. The draftsman is paid more than the Engineer. The fake certified workers becomes the manager and the certified is paid less. This will greatly cause chaos in the company. Here you can see the Manager will do the work of the Secretary and the secretary will do they work of the Manager. The manager plays the phone games which the foreman do all the work of the manager. Overall analysis would be a total devastation. Can you project the Companies future??? I will it last for Long??? What will the company look like after 10 years? It will but by chance it seldom do succeed.
Try and see for yourself interview them and they can surely talk a lot but let them do the work with you watching, for sure they cannot do the work. It is because things are being run entirely in " the wrong system"
